Innovator/Start-up

The Innovator Founder visa is one of the primary routes for overseas entrepreneurs looking to establish and grow a business in the UK. It replaces the former Innovator and Start-up categories and now operates as the main business immigration route for founders seeking long-term residence.

Entry to this route is conditional on endorsement. Applicants must first secure approval from a Home Office-authorised endorsing body before they can apply for the visa. Endorsement is not a formality. It is a substantive assessment of both the business concept and the applicant’s ability to deliver it, and it does not guarantee that the Home Office will grant the visa.

Endorsement Requirement

Endorsement sits at the core of the Innovator Founder route. The endorsing body must be satisfied that the business is innovative, viable and scalable, and that the applicant will play an active, day-to-day role in developing the venture.

This is not a passive investment route. The Home Office expects founders to be genuinely engaged in building and operating the business as their primary activity in the UK.

There is no fixed minimum investment threshold. However, applicants must demonstrate access to sufficient lawful funds to establish and operate the business in line with the endorsed plan. Funding expectations are assessed on a case-by-case basis and must be commercially credible.

Ongoing Compliance and Monitoring

Endorsement is not a one-off approval. It is an ongoing relationship.

Visa holders are required to maintain regular engagement with their endorsing body, including attending at least two formal contact point meetings during each grant of leave. These checkpoints are used to assess progress against the original business plan and to verify continued compliance with the route requirements.

Applicants must also report any significant changes to the business, including changes in structure, ownership, direction or financial position.

Risk of Endorsement Withdrawal

Endorsement can be withdrawn at any stage if the endorsing body loses confidence in the business or the founder.

This may arise where the business fails, deviates materially from the endorsed plan, or fails to demonstrate sufficient progress or viability. Where endorsement is withdrawn, the endorsing body is required to notify the Home Office, which may result in curtailment of the visa.

For this reason, maintaining endorsement is just as important as securing it. The viability of the business and the founder’s active involvement remain under continuous scrutiny throughout the visa period.

Conclusion

The Innovator Founder visa offers a structured route for entrepreneurs to establish a business in the UK and progress towards settlement. However, it is a high-compliance category, requiring both a strong business proposition and sustained performance over time.
